Effective January 1, 2015, Senate Bill 1106 (Chapter 79) requires a specific criminal background check as part of the application process to become a real estate appraiser - in compliance with Federal mandate which would otherwise invalidate Maryland appraisal licenses.

An applicant must be denied by the commission if applicant:
- Has had an appraiser license, certificate, or credential revoked in any jurisdiction within the last five years;
- Has been convicted of or entered a plea of guilty or no contest to a felony in a domestic or foreign court within the last five years or at any time if the felony involves an act of fraud or dishonesty, a breach of trust, or money laundering; or
- Has failed to demonstrate good character or general fitness to provide real estate appraisal services in an honest and ethical manner.
